Chief McConnell began his employment with the Horizon City Police Department on October 26, 2009. Relocating from the State of Iowa, the Chief has served in law enforcement for 35 years, 28 years at the rank of Police Chief. In 2008, the Chief earned a Ph.D. in Business Administration with an emphasis in Criminal Justice Administration from Northcentral University in Prescott, Arizona. In addition to serving as Police Chief, he also serves as a graduate level Adjunct Professor in Criminal Justice.

The Horizon City Police Department consists of 23 sworn full-time officers, 1 Administrative Assistant, and 17 Telecommunicators. Horizon City has grown from a population of 5,000 in the year 2000 to 19,562 in the recent 2017 estimated census. 


​In June of 2018, my department achieved Texas Law Enforcement Best Practices Recognition status. We are now one of the 146 Texas law enforcement agencies out 2,400 who are recognized utilizing the best practices program. This program took almost two-years to complete and resulted in a total review and re-write of our policies and procedures.
